Incident at FREDERICTON INTERNATIONAL AIRPORT (ATM - other)

Summary

2003-06-17: The Halifax FIC received an Arrival Message from Fredericton FSS at 1729Z advising of the VFR arrival of a Maule M5 (N62067) at Fredericton at 1716Z. Halifax FIC had not received a VFR flight plan from Bangor FSS for this flight. Bangor FSS was queried via AFTN for flight information; a copy of 2 IFR flight plans (Bangor to Fredericton and then from Fredericton to Miramichi) was received in return, but no VFR flight plan. Moncton ACC was then queried for information regarding this flight; the only information supplied was regarding the second IFR flight plan (CYFC - CYCH). Bangor FSS was then queried via telephone; the only flight plans they had were the two IFR noted above. The Bangor FSS then queried Bangor Tower; a review of their strips revealed the aircraft departed Bangor IFR and was turned over to Boston ACC. Boston ACC did not advise Halifax FIC if the aircraft changed to VFR. It would appear since Moncton ACC has no record of contact with the flight that the aircraft entered Canadian airspace without an active flight plan, and no VFR Alerting Service was provided.
