Incident at GREATER MONCTON ROMEO LEBLANC INTERNATIONAL AIRPORT

Summary

2003-02-27: GAOB,C172 DEPARTED RWY 29 AT 0322Z. APPROX 15 SOUTHEAST, REQUESTED TO RETURN TO AIRPORT. TOWER OBSERVED LOWER THAN NORMAL GROUND SPEED. NO ASSISTANCE REQUIRED. GAOB LANDED RWY 29 AT 0348 AND TAXIED TO DARK AREA ON APRON. TOWER OBSERVED PILOT EXIT AIRPLANE AND REMOVE COWL COVERING (WINTER BLANKET DEVICE). AIRCRFT DEPARTED FOR CYTN AT 0400. TOWER ADVISED MONCTON FLIGHT COLLEGE OF INCIDENT. Nil TSB
2003-03-28: Update - General Aviation - 2003/03/28 - Of concern was the fact that a student pilot went flying without removing the engine cowling cover. This has been addressed by the FTU in the form of briefings and making an addition to the checklist. The second concern was that the student went flying again without informing the FTU or maintenance personnel on what had happened. This concern has also been dealt with through safety briefings by the FTU discussing PDM, safety concerns and occurrence reporting procedures. Following the student debrief. The safety program coordinator has prepared and delivered a special classroom session particularly to address this type of error and the associated human factors as well as the importance of reporting such an occurance in the interest of safety, and, the inherent dangers of continuing a flight without having maintenance first inspect the aircraft for possible damage. Also from a systemic approach we have added a reminder line to the Before-Start checks of our aircraft and attached retro-reflective markings to the cowling covers.
