Incident at ST. ANTHONY AIRPORT (Incursion - runway - aircraft)
2003-02-19: TSB evaluating
2003-02-19: Medivac CFGWT was issued Airport Advisory at 1724Z and taxiing into position on runway 29. LAL501 was issued Airport Advisory at 1727Z and was requested to hold short of runway 29. LAL501 advised they would hold short. At 1728Z when CFGWT called on the roll, FSS observed LAL501 possibly passing the hold short line and issued a hold short instruction and LAL501 stopped. From the FSS's viewpoint LAL501 had passed the hold short line. After returning to St. Anthony, the pilots of CFGWT also stated that LAL501 appeared to be a full Twin Otter length past the hold short line. Nil TSB
2003-03-04: TSB - Update - 2003/03/04 - A03A0029: C-FGWT, a Grenfell Regional Health Services North American 690D had received the airport advisory from the specialist at St. Anthony FSS and had taxied to position on runway 29 for a medevac flight from St. Anthony to Port Hope Simpson. LAL501, an Air Labrador De Havilland DHC-6 was taxiing for departure from St. Anthony to Lourdes-de-Blanc-Sablon. The specialist at St. Anthony FSS issued an airport advisory to LAL501 and requested that they hold short of runway 29; LAL501 advised that they would hold short of the runway. When C-FGWT advised that they were on the take off roll, the FSS specialist observed that LAL501 appeared to be taxiing beyond the hold-short line and issued a hold short instruction at which point LAL501 stopped. Later that day, the crew of C-FGWT reported that LAL501 appeared to be a full aircraft length over the hold-short line. The TSB contacted operations personnel at Air Labrador and was informed that the aircraft was only slightly over the hold-short line; however, the operator also informed the TSB that the crew of LAL501 had been counselled on the seriousness of runway incursion and that they would be including runway incursion awareness training in future classroom training programs.
