Incident at WABUSH NL (CYWK) (Incursion - runway - vehicle)

2003-02-18: A SAAB 340 was taxiing for departure in Wabush and was holding in Bravo. The aircraft called the FSS and stated that they were holding in Bravo waiting for someone to come out to the aircraft to close a flap door, which had opened. An Air Consol tractor was observed proceeding across the Apron and entering Taxiway Bravo Unescorted without radio communications. The vehicle operator got off the vehicle and closed the flap door. Then the vehicle operator got back on the tractor and crossed behind the aircraft and drove towards the taxiway lights to the front of the aircraft. The tractor then returned to the Apron. The aircraft then taxied to position and departed for Goose Bay.
