Incident at GANDER INTL NL (CYQX)

Summary

2003-02-03: At 1702Z a Gulfstream 3 from Nice to Gander was 17nm final for Runway 31 and advised they were unable to extend flaps. The aircraft elected to break off the approach and hold while trying to correct the problem. At 1714Z the aircraft advised it was unable to correct the problem and requested to do a 'No Flap' landing on Runway 22. The aircraft advised they were not requesting AFF, however the Tower had advised AFF and they did standby for the landing. The A/C landed safely at 1720Z.
