Incident at ST. JOHN'S INTL NL (CYYT) (Incursion - runway - vehicle, ATS operating irregularity)
2003-01-22: TSB Update 2003/01/21 - A03A0006: The Labrador Airways B1900D was cleared to taxi from the terminal ramp at St. John's to runway 29 via Foxtrot, across Runway 16/34 and up runway 02. On entering Runway 16/34 the First Officer observed a snowplough coming toward them from the right; he quickly advised the Captain who stopped the aircraft, and the snowplough crossed in front of the aircraft. The snow removal equipment had been cleared to work runway 16/34, short of runway 29. The aircraft had not been advised that equipment was operating on 16/34. Nav Canada is conducting an OSI which will be observed by the TSB.
2003-01-17: A Beech 1900 was taxiing St. John's for a departure to Stephenville. The aircraft was taxiing on Runway 02 for a planned departure from Runway 29. As the aircraft approached the intersection of Runway 02 and Runway 16 a snowplow on Runway 16 was observed crossing the intersection in front of the aircraft. The Aircraft was not told about the snowplow operation in progress on Runway 16.
