Incident at FREDERICTON INTERNATIONAL AIRPORT

Summary

2003-01-15: The FSS was issued (by Moncton ACC) and delivered to the pilot: Depart runway 15 climb to 12 thousand heading 040 degrees. The was some initial confusion by the pilot but the clearance was read back correctly on the third attempt. On departure, despite the controller's immediate action the flight penetrated Camp Gagetown, CYR724. Based on the controller's conversation with the pilot it appears that the flight may have been proceeding according to the initial, incorrect, readback: ...climb to 4 thousand feet, heading 120 degrees...
