Incident at MOOSE JAW / AIR VICE MARSHAL C.M. McEWEN SK (CYMJ) (ATS operating irregularity)
2001-09-07: UPDATE TSB reported that the Boeing 727-100 operated by All Canada Express as flight CNX 706, was northwestbound at FL 310. Moose Jaw TCU contacted Winnipeg ACC at about 0730 and advised that they would be taking control of the Moose Jaw MTCA airspace at 0800 under the provisions of the ATC inter-unit agreement. The current agreement caps the airspace at FL 310; the previous agreement capped the airspace at FL 280. The Lumsden Sector Controller forgot that the airspace cap had been raised and allowed CNX 706 to enter the Moose Jaw MTCA at 0750 at FL 310 without coordination with the Moose Jaw TCU. The flight exited the MTCA at 0804. The separation standard in effect required 2000 feet vertical spacing above the Moose Jaw MTCA. Radar data analysis revealed that the aircraft closest to CNX 706 during this period was at 17,000 feet.
2001-09-04: At 1230Z, Moose Jaw Terminal Control contacted Winnipeg ACC to co-ordinate the activation of the Military Terminal Control Area (Vertical dimensions up to FL 310) At 1250Z, CNX 706, a B727, overflew the MTCA at FL 310 without co-ordination or the required separation. The aircraft cleared the MTCA at 1304Z. No known conflictions.
2001-09-10: UPDATE ANS and Airspace reported that NAV CANADA will convene a Fact Finding Board.
