Incident at LA RONGE (BARBER FIELD) SK (CYVC) (Incursion - runway - vehicle)

Summary

2001-08-31: At 1939Z, a yellow dump truck was observed crossing the threshold of Runway 18 at La Ronge. There was no radio contact with the driver of the vehicle. No air traffic was present at the time. Nav Canada discussed the occurrence with the contractor.
2001-09-04: UPDATE Aerodrome Safety reported that the airport operator informed TC that the gravel truck was delivering back fill material for an electrical contractor as part of a construction project. This vehicle was operating under the control responsibility of the electrical contractor. The vehicle operator was not under escort but had been given directions to the work area which would have kept him away from the runway end. He mistakenly followed the wrong route to the construction site. The on-site co-ordinator spoke with the electrical contractor about proper airside procedures. This included the need to escort vehicle operations such as this. The contractor was also cautioned that further occurrences would result in a suspension. The airport operator is confident that the problem has been suitably addressed.
