Incident at CALGARY INTL AB (CYYC) (ATS operating irregularity)


2001-08-21: The crew of NAVCAN 1 was conducting a flight check at Calgary at 7,000 feet VFR and requested a climb to 14,000 feet to conduct a 10 DME orbit around the Calgary VOR. At the time of the request, the aircraft was about 35 NM south of the Calgary radar source entering the terminal area. The Enroute Controller was still talking to the aircraft and had cleared it to the higher altitude. Because of communication difficulties, the crew didn't get the clearance immediately and ended up entering the black diamond soaring area at 7,000 feet. The area is capped at 8,000 feet and it took a few miles before the aircraft was able to climb above the cap. There were no reports of conflict with other a/c.
2001-08-28: UPDATE ANS and Airspace reported that NAV CANADA will hold a Fact Finding Board.
