Summary

2001-08-16: The following received from Winnipeg FSS: ATFM was put in place restricting IFR training flights. Due to differing procedures in place for disseminating ATFM advisories, different conrol procedures and different control centres disseminate this type of information in different ways. When the dissemination of choice is NOTAM, due to no published NOTAM procedures in place for these types of advisories, different FSS and different NOF specialists have different ideas on what and how the NOTAM content should be dealt with. Due to lack of published procedures, Winnipeg CSM, Winnipeg TCA, Winnipeg ATOS, Winnipeg FSS and Winnipeg Tower had a communication breakdown. The NOF contributed further to the mis-comunication by revising the NOTAM text to an extent that the initial meaning and desired action of the pilot may have been changed.
