Incident at URANIUM CITY SK (CYBE) (Conflict - potential, ATS operating irregularity)
2001-08-07: BAW 285, a B747 enroute from London to San Francisco (SFO), was on a route that took it on NCA track Alpha to 6430/100 and then NCA lateral 1 to Uranium City (YBE) then J517 to Fort McMurray (YMM) and flight planned route to SFO. AZA 64H, a B767 enroute from Rome to SFO, had been re-cleared onto NCA track Bravo to 63/100 and then direct to YMM and back on flight planned route to SFO so it could get the same altitude as BAW 285. Once lateral spacing was established by position reports by 80 west on both aircraft, the crew of AZA 64H was cleared to FL 350 which was the same altitude that BAW 285 was already maintaining. On contact in the Bison Sector it became apparent to the Controller that AZA 64H was not proceeding direct to YMM from 63/100, but was proceeding direct to YBE from 63/100 and this put the two aircraft in conflict. The crew of BAW 285 had requested FL 390, but radar had not been established on either aircraft yet and it was not fully determined what spacing existed between them at that time. Shortly afterwards, both aircraft appeared on radar and it was determined that 20 NM existed between them and also vertical.
2001-08-10: UPDATE ANS and Airspace reported that NAV CANADA will convene a Fact Finding Board.
