Incident at EDMONTON CITY CENTRE / BLATCHFORD AB (CYXD) (Conflict - potential, ATS operating irregularity)

2001-08-08: UPDATE ANS and Airspace reported that NAV CANADA will convene a Fact Finding Board.
2001-08-03: The pilot of C-GUZI, a Cessna 152, was cleared for takeoff on Runway 16 at Edmonton City Centre Airport, with instructions for an early right turn to avoid helicopters involved in covering the World Athletic Championships. The pilot of North Sky (SN) 101 then called ready for departure on Runway 12 and the Airport Controller asked if they were ready for an immediate takeoff. Upon receiving an affirmative response, the Airport Controller cleared SN 101 for an immediate takeoff, prior to the departure of C-GUZI on the intersecting runway. Thirty six seconds later, the Airport Controller instructed the pilot of C-GUZI to hold his position and the Cessna 152 stopped about 1,000 feet into its takeoff roll, well short of the runway intersection. SN 101 departed normally. During a subsequent telephone conversation, the instructor aboard C-GUZI said that he was preparing to instruct his student to stop, having overheard the takeoff clearance to SN 101.
