Summary

2001-07-23: Whitehorse FSS received a complaint from a private citizen who is a multi-engine pilot, and who reported that C-FMPL, a DHC-6 Twin Otter, was flying dangerously low over the Marwell sudivision of Yellowknife between 1425-1435Z. C-FMPL was reported to be less than 300 feet AGL, full flaps and well below single engine control speed, performing very steep banked turns and figure eights.
