Incident at THOMPSON MB (CYTH) (Conflict - potential, Alleged Canadian Aviation Regulations (CARs) infraction)

Summary

2001-07-09: SGK 922, a Cessna 441, was enroute from Winnipeg to Thompson at FL 280, with an ETA of 1515Z. SGK 912M, a Beech King Air, departed Thompson for Winnipeg at 1447Z, climbing to 15,000 feet. SGK 922 was cleared to descend to 16,000 feet and started down at 1501Z. Both a/c were observed passing each other with adequate separation, but SGK 922 continued descent below its assigned altitude of 16,000 feet. The crew was then cleared for the approach at Thompson. The pilot of SGK 922 subsequently called Winnipeg ACC shift manager to acknowledge his error. No loss of separation occurred.
