Incident at IQALUIT NU (CYFB)

2001-07-04: N207JS, a Dassault Falcon 20-C5, departed Iqaluit on an IFR flight plan to Minneapolis. According to the information provided by the crew in their flight plan, the a/c was equipped with (and the crew was qualified to use) MNPS (Minimum Navigation Performance Standard) capability, allowing for reduced separation standards in non-radar environment. During the course of the flight at FL 310, it appeared that the crew could not determine their position when queried by the Controller and also changed their Mach speed from M.77 to M.69 without advising the ACC. The flight was in an area where procedural separation standards are used.
