Incident at LA RONGE (BARBER FIELD) SK (CYVC)

Summary

2001-07-03: TW 250-M, a Beech King Air, was proceeding IFR from Uranium City to La Ronge to Prince Albert at FL 190. The crew had been requested to report 30 NM south of La Ronge by the North Controller but did not report until 60 NM south. At that point, the flight had entered Waskesiu Sector and was immediately changed to the new frequency. TW 250 contacted Waskesiu out of FL 180 and advised descending into Prince Albert. The Waskesiu Controller identified TW 250-M and queried the crew regarding who had issued descent clearance. The crew originally said they had received it from the previous sector but in a subsequent phone call to the Winnipeg ACC Shift Manager, it was confirmed that TW 250 had descended without a clearance. Separation was not compromised with any other IFR aircraft.
