Incident at LETHBRIDGE AB (CYQL)

Summary

2001-06-28: The pilot departed Cut Bank, Montana VFR to Lethbridge without filing a flight plan. He did not contact Lethbridge FSS at the mandatory frequency as required. The pilot did make customs arrangements with CANPASS. The aircraft was landed without incident. System Safety will investigate this incident since there have been 3 or 4 similar circumstances. The pilots are under the impression that CANPASS is a flight plan. ***Most pilots in their previous experience: Travel to the United States and Canada prior to CANPASS. All requirements are satified by one phone call.
