Incident at IQALUIT NU (CYFB) (Incursion - runway - vehicle, Conflict - potential)


2001-06-25: Iqaluit Airport Security contacted FSS via phone for information regarding an unidentified van on Taxiway Echo. Security was advised that FSS had no contact with the van. An FSS trainee and the OJI noticed Staff 24 on Apron I by the emergency acces road. The trainee instructed Staff 24 to proceed onto the emergency access road and hold short of Runway 17. FAB 829, a Beech 99, was landing on Runway 17. Staff 24 acknowledged the proceed instruction, but did not read back the hold short instruction. The trainee requested confirmation of the hold short instruction. Staff 24 confirmed. The trainee and the OJI then observed Staff 24 proceeding beyond the hold short marker. The trainee immediately instructed Staff 24 to hold short and back up from present position and the driver of Staff 24 complied. Staff 24 did not reach the runway`s edge before being stopped. FAB 829 was 2,500 feet from the intersection of the runway and the emergency access road at the time.
2001-06-26: UPDATE Aerodrome Safety reported that the Iqaluit Airport Safety Committee is conducting an inquiry into this incident. Due to airport shift patterns the committee has been unable to interview the vehicle operator at this time, but this will happen in the very near future.
