Incident at DAUPHIN (LT. COL W.G. (BILLY) BARKER, VC APRT) MB (CYDN)

Summary

2001-06-18: KEE 104, a Piper Seneca, was on an IFR clearance from Winnipeg to Swan River at 8,000 feet. The flight was observed decending below its assigned altitude at 0053Z 18 NM north of Dauphin and still in controlled airspace. Radar service had been terminated and the flight was no longer on ACC frequency. There was no conflicting traffic and no loss of separation. The pilot phoned the Winnipeg ACC shift manager and explained that he was unfamiliar and believed that radar termination allowed him to descend. The correct procedure was explained.
