Incident at HIGH LEVEL AB (CYOJ) (ATS operating irregularity)

Summary

2001-07-03: UPDATE ANS and Airspace reported that NAV CANADA will convene a Fact Finding Board.
2001-06-15: UPDATE ANS and Airspace advised that NAV CANADA has recommended an OSI (Operational Safety Investigation).
2001-06-13: The driver of Tractor 5 requested access to the runway from High Level FSS for grass cutting along the runway edge at High Level airport. Access was granted and the driver proceeded onto the runway. The crew of LRA 913, a Beech King Air inbound from Fort Vermilion, was not informed of the vehicle. The driver saw the approaching a/c and moved away perpendicular from the runway. The a/c landed uneventfully and when the crew reported clear, the driver of Tractor 5 exited the maneuvering area and called clear as well.
