Incident at REGINA INTL SK (CYQR) (ATS operating irregularity)

Summary

2001-06-06: UPDATE ANS and Airspace advised that NAV CANADA will hold a Fact Finding Board.
2001-06-04: ACA 3698, a B737, was enroute from Vancouver to Winnipeg (YWG) via YXH direct YWG at FL 330 when the crew requested FL 290 approximately 80 miles west of Regina due to turbulence. The a/c was cleared and descended to FL 290 while in the Moose Jaw Terminal Control Area that was active at FL 310 and below. Moose Jaw TCU later confirmed there was no activity in the airspace at the time.
