Incident at Vicinity of Melville Island (78 50N 110W) (Conflict - loss of separation, ATS operating irregularity)

Summary

2001-05-09: JAL 6401, a B747, was enroute from Anchorage to London Heathrow at FL 330 via J160 ADREW RODLU ROKMA ROMDI ROGSO and assigned Mach .84. AFR 6769, another B747, was enroute from Fairbanks to Paris at FL 330 via the same ADREW - ROGSO routing as JAL 6401 and assigned Mach .84 or better. The crew of AFR 6769 reported ROKMA at 2337Z and JAL 6401 reported ROKMA at 2343Z. Their two previous position reports had them at the required 10 minute separation, but separation was lost when they reported 6 minutes between flights. The Arctic Controller then descended JAL 6401 to FL 290.
2001-07-19: UPDATE ANS and Airspace reported that the aircrew failed to comply with ATC clearances. No ATC involvement and no Fact Finding Board.
