Incident at WINNIPEG / JAMES ARMSTRONG RICHARDSON INTL MB (CYWG) (Incursion - runway - aircraft, Alleged Canadian Aviation Regulations (CARs) infraction)

Summary

2001-02-21: The pilot of C-GSKK, a Cessna 172, called Winnipeg Tower as he taxied onto the threshold of Runway 31 without clearance. Royal Airlines Flight 9721, an A310, was 1.5 nautical miles on final approach with landing clearance. Tower observed C-GSKK on the runway and immediately instructed the pilot to exit the runway. Tower cancelled Royal 9721´s landing clearance and re-issued landing clearance when the runway was clear. Royal 9721 landed uneventfully. Preliminary investigation indicates no ATS involvement and no Fact Finding Board is anticipated.
