Incident at INUVIK / MIKE ZUBKO NT (CYEV)

Summary

2001-02-05: The pilot of AWR 902, a Cessna 207, taxied onto the runway at Inuvik while an airport vehicle (Staff 31) was still on it. The vehicle driver saw the aircraft and drove off the runway before the aircraft made any move to take off. There was some confusion between all the parties as to whether the aircraft should have proceeded onto the runway while the vehicle was still there. FSS had advised the pilot of the vehicle, but had not informed the vehicle driver of the aircraft before it went onto the active in preparation for take off. The FSS operator was just about to do that when the vehicle driver left on his own. The FSS operator had also expected the pilot to advise he was proceeding onto the active but he did not do that either.
