Incident at RAINBOW LAKE AB (CYOP) (Conflict - potential, ATS operating irregularity)


2001-01-23: C-FACO, a Cessna Citation, had departed Rainbow Lake at 1530Z for Edmonton City Centre Airport, with a clearance to FL 280. The crew was requesting FL 370 and the North Low Controller had approval from Grande Prairie Sector to issue the clearance when contact was established. The North Low Controller did not have approval from the Klondike Sector to issue this altitude and the North High Controller had traffic at FL 370 (Northwest Airlines NWA 70, a B747-400) proceeding from overhead Fort Nelson direct to Fort McMurray, which took it 5 NM south of Rainbow Lake. Standard procedure is to get approval from all affected high level sectors in this type of situation. Separation was not lost, but procedures were not followed correctly.
2001-01-24: UPDATE ANS reported that NAV CANADA will convene a Fact Finding Board concerning this occurrence.
