Incident at WINNIPEG / JAMES ARMSTRONG RICHARDSON INTL MB (CYWG) (Overshoot/missed approach, Incursion - runway - aircraft)


2001-01-22: UPDATE TSB reported that in preparation for a departure from Runway 31 Winnipeg, An Astra SPX, N807JW was given taxi instructions to proceed to Runway 31 but to ¿HOLD SHORT¿ of the runway. The aircraft was observed crossing the ¿HOLD SHORT¿ line and proceeding towards the runway. Calm Air flight CAV 3718 was approximately 1 nautical mile on final approach for Runway 31. Neither the tower controller nor the ground controller were able to contact N807JW to have the aircraft hold short of the runway. At the request of the tower controller, the crew of CAV 3718 conducted an overshoot. Almost immediately, N807JW contacted the tower controller and reported in position ready for departure Runway 31. The tower controller instructed N807JW to vacate the runway and CAV 3718 came around and landed safely. N807JW then departed Runway 31. No other aircraft were delayed. Information provided indicated that the pilot missed the ¿HOLD SHORT¿ line because it was obscured by snow. Airport maintenance personnel inspected the Runway 31 ¿HOLD SHORT¿ markings and reported that the ¿HOLD SHORT¿ line was a little faded, but the ¿HOLD SHORT¿ line and the ¿HOLD SHORT¿ warning signs adjacent to the taxiway were visible.
2001-01-19: Calm Air 3718, a Saab 340, was approximately 1 NM final for Runway 31 at Winnipeg on a flight from Thompson. The crew of N807JW, an Israeli IAI 1125 ASTRA operated by Jeld Wen Inc., had been cleared to taxi for departure to Runway 31. The crew taxied to Runway 31 but did not stop at the hold line. The Ground Controller observed N807JW crossing the hold short line and informed the Tower Controller, however both controllers were unable to contact the crew of N807JW. When N807JW crossed the hold short line, the Tower Controller instructed the crew of CAV 3718 to overshoot due to the runway incursion. The crew of N807JW then contacted the Tower Controller and reported that they were ready for departure on Runway 31. They were instructed to vacate Runway 31 and Calm Air 3718 came around and landed without further incident. N807JW was re-cleared for takeoff and departed Runway 31. No other aircraft were delayed.
