Incident at WINNIPEG / JAMES ARMSTRONG RICHARDSON INTL MB (CYWG) (TCAS alert, Overshoot/missed approach)

Summary

2001-01-05: ACA 1023, A CANADAIR RJ, WAS 4 MILES FINAL TO RUNWAY 31 AT WINNIPEG WHEN THE CREW ELECTED TO OVERSHOOT DUE TO A TCAS RA FROM A DA-20 KATANA ON THE DOWNWIND TO FOLLOW. BOTH A/C WERE GIVEN TRAFFIC AND BOTH HAD EACH OTHER IN SIGHT. ACA 1023 STAYED WITH TOWER AND RETURNED TO LAND ON RUNWAY 31. NO OTHER A/C WERE INCONVENIENCED. IN CONVERSATION WITH THE CAPTAIN OF ACA 1023, HE INDICATED HE WAS FLYING AND THE FIRST OFFICER WAS DOING THE RADIO WORK. WITH THE PASSING OF THE TRAFFIC, THE FIRST OFFICER SAW THE KATANA, BUT THE CAPTAIN DID NOT, AND WITH THE NUMBER OF VFR TARGETS IN THE AREA THE RESOLUTION CAME AT THE SAME TIME AS THE TRAFFIC, SO HE DECIDED TO GO AROUND.
