Incident at GANDER INTL NL (CYQX) (Aerodrome, runway or taxiway shutdown, Aerodrome - runway or taxiway surface condition)

Summary

2001-12-20: TSB Update Dec 19, 2001. A01A0147: EIA6535, A BOEING 747-200 EN ROUTE FROM HELSINKI TO GANDER, LANDED ON RUNWAY 31 AFTER COMPLETING A LOCALIZER BACK COURSE. THE AIRCRAFT TOUCHED DOWN AT 12:24 NST NEAR THE INTERSECTION OF RUNWAYS 31 AND 22, WITH THE NOSE WHEEL TOUCHING DOWN NEAR TAXIWAY ECHO. THE AIRCRAFT WEIGHT WAS APPROXIMATELY 600,000 LBS, NEAR THE MAXIMUM LANDING WEIGHT. THE CREW HAD SELECTED WHEEL BRAKING TO MINIMUM FOR LANDING, AND THRUST REVERSERS WERE DEPLOYED AFTER TOUCHDOWN. INITIAL STOPPING PERFORMANCE WAS GOOD, AND THE REVERSERS WERE STOWED AT 80 KTS AS PER COMPANY SOP. DURING THE LAST PORTION OF THE ROLL THE CREW SENSED THAT STOPPING PERFORMANCE HAD DETERIORATED SIGNIFICANTLY. THRUST REVERSERS WERE RE-DEPLOYED, AND MAXIMUM BRAKING WAS APPLIED. THE AIRCRAFT CAME TO A FULL STOP ON THE BLAST PAD OF THE BUTTON OF RWY 13, WITH THE NOSE GEAR JUST CLEAR OF THE CLEARED PORTION. THE AIRCRAFT WAS NOT DAMAGED, AND THERE WAS NO DAMAGE TO RUNWAY LIGHTING. THE AIRCRAFT WAS LATER TAXIED CLEAR UNDER ITS OWN POWER. THE 1500Z (11:30 NDT) WEATHER WAS 30020G27KT 21/2SM -SNPL DRSN -FZDZ BKN006 OVC012 M01/M02. THE RUNWAY SURFACE CONDITON (RSC) ON THE ATIS WAS: 180FT DCL(down the centre line), 100% ROUGH ICE REMAINDER 100% SNOW 4"" TO 6"" CFRI:TEMPERATURE -3.0 FRICTION FACTOR 0.17 TIME 1218Z. (08:48 NDT)
2001-12-18: EIA6535 B747 FROM HELSINKI TO GANDER LANDED RWY31 AT 1558Z,CAME TO A FULL STOP ON THE BLAST PAD OF THE BUTTON OF RWY 13,JUST CLEAR OF THE SNOW CLEARED PORTION (NOSE GEAR ONLY) .THE AIRCRAFT, UNABLE TO MANOEVER HAD TO BE TOWED .RWY31 CLOSED FOR APPROX ONE HOUR,NO TRAFFIC DELAYED. SNOW AND ICE ON RUNWAY AS FOLLOWS. RSC:180FT.
