Incident at SAINT JOHN NB (CYSJ)

Summary

2001-11-05: Deviation from ATC clearance , ARN 8606 was cleared to St John NDB via radar vectors to intercept the 10 DME arc to intercept the localizer for runway 23 , to maintain 4000 Ft . The Pilot read back the clearance correctly . ATC radar observed ARN 8606 descending through 3500Ft and Queried the aircraft . The pilot replied that they thought they could descend because hey were "" on the arc "" No loss of separation or hazardous situation. Nil TSB.
