Incident at HALIFAX / STANFIELD INTL NS (CYHZ) (Conflict - potential, ATS operating irregularity)


2001-08-29: The VFR BE58 was inbound for VFR approaches at Halifax, talking to TCU. ACA 618 DC9 was inbound for landing. TCU pointed the VFR aircraft to Halifax TWR and changed a/c to tower. The VFR did not hear and/or acknowlege the ATC instructions and continued into the control zone. ACA618 was levelled at 3000 by TCU; ACA618 asked to climb to 3200, TCU approved to 3500. The aircraft passed each other approximately one half mile and 800 ft. apart. Preliminary investigation determined that there was no loss of separation but a more proactive approach by the terminal controller would have made a smoother operations. At the closest point the aircraft were 1.53 miles and 400 feet apart where 1 mile of 500 feet are required. Staff were apprised.
