Incident at FREDERICTON INTERNATIONAL AIRPORT (ATS operating irregularity)

Summary

2001-08-20: TSB Update Augusat 9, 2001. A01A0095: ARN8120, AN IFR BAE 146 EN ROUTE FROM DORVAL TO SYDNEY WAS VECTORED FROM CLEARED ROUTE DUE THUNDERSTORM ACTIVITY. A CHECK FIRE WAS REQUESTED FROM CAMP GAGETOWN AS THE AIRACRAFT APPROACHED RESTRICTED AREA CYR724. SUCH REQUESTS HAVE PREVIOUSLY BEEN APPROVED PROMPTLY, USUALLY WITHIN A MINUTE. THE APPROVAL WAS DELAYED, HOWEVER, AND THE AIRCRAFT TOUCHED THE BOUNDARY OF THE ZONE PRIOR TO THE CHECK FIRE.
2001-08-08: Due to thunderstorm activity ARN8120 diverted from cleared route . Check fire was requested from camp Gagetown CYR 724 . Such requests have traditionally been approved within one minute . Too much time was allowed to elapse before the controller took action to vector ARN8120 to avoid the restricted Airspace . TSB : Assessing.
