Incident at Vancouver

2000-10-06: The Fairchild Metro 4 (C-GWXX) departed Vancouver on a cargo flight to Kamloops, BC. During the take-off roll, the pilots noted that torque gauge for the number 1 engine (Garrett TPE-331-11U) indicated 96% while torque gauge for the number 2 engine indicated 100%. They elected to return to Vancouver to have maintenance inspect the aircraft. When the throttles were pulled back on the down-wind leg, the number 2 engine remained at 96% torque for 5 to 6 seconds before the torque decreased to match that of the number 1 engine. The pilots elected to perform a precautionary shut-down of the number 2 engine and informed ATC of their intention. An uneventful landing was completed with no injuries and no damage to the aircraft. The aircraft operator reports that the FCU on the number 1 engine had been replaced by company maintenance the night before the occurrence and that an engine run-up had been performed following the FCU's replacement. The crew performing the run-up were unaware that the number 1 engine did not maintain 100% torque during the run-up. Following the occurrence, company maintenance personnel found that the "X-screw" on the FCU had not been adjusted as required following the FCU replacement. The screw was then adjusted and a test-flight was conducted to confirm the proper operation of the FCU before the aircraft was released back to service. OPI: M&M TSB A00P0191
