Incident at CHARLOTTETOWN AIRPORT

Summary

2000-04-12: CTG 353 B105 helicopter 15 minutes into a round robin VFR flight from Charlottetown to Charlettown reported inbound and Declared an Emergency due to a possible Engine Failure. ERS was requested to be on standby for arrival at the Coast Guard hangar at the airport. Helicopter landed unevenfully at 1400Z. ERS stood down at 1406Z. No other aircraft were operating in the Charlottetown Control Zone at the time. Pilot called to advise that one engine had a governor failure which caused the engine to reduce to idle. TSB Case Closed. TSB file # A00A0062 Update: During cruise flight at 1500 ASL the pilot noticed a Torque split between its two engines, with the # 1 engine reading 7% to 8% lower. As the pilot adjusted for this condition, the # 1 engine (Allison 250-C20B) started to slowly lose power. The passengers were briefed on the Emergency. Base dispatch and the Tower were advised of the Emergency Situation and ERS was requested. Since the # 1 engine was still developing some power, the emergency checklist was carried out only up to the item calling for engine shutdown. The throttle for the # 1 engine was retarded to idle and then re-positioned back to full power and the engine operation returned to normal for about 30 seconds before slowly losing power again. The engine was left running as it was still developing some power and an uneventful landing was carried out at Charlottetown. Weather: Scattered clouds, temperature +8 visibily 15 miles winds 200 degrees at 30 knots. Maintenance applied soap solution to B-nuts, all checked OK. The # 1 Governor (P/N 2524667-15, S/N CAE834772, 988 hours TSO and 1223 cycles was removed and the shaft showed abnormal resistance to rotation. Suspect internal flyweights as being problem area.
