Incident at GANDER INTL NL (CYQX)

Summary

2000-04-25: ARN833 DH8 was cleared for a straight-in ILS R/W 13 at Gander and changed over to the tower. At 1843z, tower advised ACC that they had to overshoot ARN833 due to possibility of vehicle on the runway. Tower unable to establish communications with snow plow and unable to visually determine location of vehicle due to weather. ARN833 vectored for another approach to R/W 13 and landed at 1858Z. Weather at Gander - WND 110 13G18 3/8sm -RA FG VV001. ACC later advised that snow plow had experienced a radio failure and was unable to report clear of the active during ARN833's approach. Nil TSB Update: Site advised that vehicle operator could hear tower and vacated runway immediately via taxi E after initial request by tower. Vehicle operator responded to tower but was not heard. Vehicle operator proceeded apron to garage then he immediately advised field foreman who immediately contacted tower of radio failure. CADORS report verifies this as it states that tower has advised that vehicle operator could not report clear. Vehicle was put out of service until radio fixed.
