Incident at Fredericton NB

Summary

2000-03-02: CGPBP C172 Inbound from Moncton for a Touch and Go was on short final Runway 15 reported having a mechanical problem and would be making this a full stop vice touch and go. Asked if he required assistance- Pilot wasn't sure. Firehall put on standby. Aircraft landed Runway 15 at 1939z and taxied to the ramp. Firehall stood down at 1942z. Pilot advised that he heard a snap and thought he might have a flap problem. ACC Supervisor notified at 1947z. TSB Case Closed more to follow. Update : Problem was traced to a section of the co-pilot's seat belt which was outside of the aircraft when door was closed. When the flaps were applied, the exposed belt slapped against the fuselage causing the noise and concern to the student pilot. TSB file # A00A0035
