Incident at Gander Oceanic

Summary

2000-03-02: DLH455 B747 M0860 FL350 enroute San Fransisco to Dussledorf via 62/40 0543 61/30 0616 ELY001 B747 M0850 FL340 enroute Ben Gurion to NewYork 60/20 0520 60/30 0605 approx 13 min east of 62N 40W, DLH455 requested descent to a lower altitude due to cold fuel temperature. The controller advised he was unable to issue clearance to a lower altitude due to the west bound traffic. DLH455 declared an emergency, and descended to FL330. TSB Case Closed Update: It was later determined that there was no conflict with other traffic or loss of separation. It was not determined if the aircraft executed a contingency procedure during the descent. Gander ACC has advised that direction will be given to controllers to confirm, at an appropriate time, whether a contingency procedure is executed when an Emergency has been declared and the aircraft cannot maintain the ATC Clearance.
