Incident at Saint John NB (Incursion - runway - vehicle)

Summary

2000-02-23: ACA654 CARJ was on short final for Runway 05 when the FSS observed a vehicle working on the East side of Runway 05 approximately 1000 feet from the threshold of Runway 23. The vehicle was instucted to get off the runway immediately. The vehicle complied and was well off the runway when ACA654 went by. The vehicle had permission to be on Runway 05/23 but the FSS forgot and did not notice the vehilcle when the runway was scanned as ACA654 reported 5 miles final for Runway 05. The FSS observed the aircraft on short final and on scanning down the runway noticed the vehicle and got him off. Weather: 2000z few clouds at 3000 feet, visibility 15 miles, temperature -8 Dew Point - 20, wind 270 degrees at 7 knots. Other note: Filed as a runway incursion by the FSS who anticipated speaking to the flight crew prior to filing the report but was not able resulting in a delay between the event and report filing.
