Incident at St.Anthony NF (ATS operating irregularity)


2000-02-03: LAL8307 BE1900 inbound to St. Anthony while Vehicle SW84 a Transport Canada Sweeper was involved in snowclearing on the active runway. At approx. 1435Z LAL8307 inbound to St. Anthony was given an airport advisory and advised ETA was 18 Minutes. Two vehicles were on the runway conducting snowclearing operations. During the period leading up to 1450Z, the on-duty specialist was busy with a telephone weather briefing while also answering several requests from the inbound B190 for weather information. At approx 1450Z another vehicle requested permission to proceed on runway 11/29. At that time the specialist requested a position update on the inbound aircraft and realized he was about 2 minutes from being on final. The specialist advised LAL8307 that there were vehicles on the runway and instructed the vehicles to quickly leave the runway. One vehicle was able to leave the runway before the aircraft was on final for runway 29. The other vehicle was not able to get off the runway in time and at approx. 1452 the aircraft conducted an over-shoot and circled for a landing on runway 11. The second vehicle, SW84, reported off the runway at approx 1453Z and LAL8307 landed at 1456Z. NIL TSB
