Incident at 40 nm West Saint John NB


2000-02-01: CDR9970 FA28 enroute IFR Halifax to Toronto when approximalely 40 nm west of Saint John NB pilot declared an Emergency due to excessive fuel consumption and requested return to Halifax. Some concern was expressed as to whether the aircraft had enough fuel to make it to Halifax. RCC and Halifax CFR notified. Aircraft landed without further incident 1530z and remained on the active runway for approximately 20 minutes while the aircraft was inspected for fuel leaks. No delays occurred for other aircraft during this timeframe and the aircraft was escorted clear of the runway 1550z. Initial observations were inconclusive as to whether or not the aircraft was leaking fuel. TSB Evaluating. More information to come. Update: The flight was dispatched as a Ferry flight to take the aircraft back to a maintenance base to deal with two MEL items. One item was a fuel quantity indicator on the right side. The other was a fuel consumption indicator on the left side. Pre-flight communications to the crew was that this was a positioning flight to get the aircraft to Toronto instead of a Ferry flight to allow maintenance to deal with the MEL item in Toronto. After take off the crew declared an emergency and requested return to Halifax due to excessive fuel consumption. The crew expressed some concern to ATC as to whether the aircraft had enough fuel to make it to Halifax. RCC and ERS were notified. The aircraft landed safely and remained on the active runway for approximately 20 minutes while being inspected for leaks. There were no leaks and the situation was due to fuel indication problems related the the MEL items. The company subsequently dispatched two maintenance engineers and the required parts from Calagary to Halifax to correct the fuel quantiy MEL. TSB file # A00A0007
