Summary

2000-01-19: N74BC PA31 departing Saint John IFR to Kingston filed at 8,000. Clearance issued to FSS to maintain 4,000. Clearance issued and readback to maintain 4,000. Aircraft departed and was delayed in contacting the IFR unit. Aircraft was through 5,000 climbing to 8,000 when contact established, potentially conflicting with 2 other inbound aircraft. When questioned, pilot stated he had been cleared to 8,000. FSSM advised and reviewed FSS recording to ensure correct clearance delivery. Nil TSB
