Incident at Thompson, MB

Summary

1999-10-12: The crew of SGK 600, an EMB 110, after commencing a second missed approach at Thompson, was observed on radar climbing above the missed approach altitude (2,400 feet). The controller then cleared SGK 600 to maintain 3,000 feet. When queried, the pilot advised he understood the missed aproach altitude but had climbed above it. SGK 600 then was cleared to the Norway House (YNE) airport via B15 to maintain 7,000 feet. The controller observed SGK 600 descending from 5,500 feet towards YNE without a clearance. An approach clearance was issued to SGK 600 via Winnipeg FSS. After landing at YNE, the pilot phoned to explain saying he forgot he was not in uncontrolled airspace. OPI - Enforcement
