Incident at 20 Mi NW Yorkton, SK


1999-10-08: The aircraft was enroute Yorkton from Edmonton City Centre (Blatchford Field). when the pilot of CNS342 called Yorkton FSS on a Mandatory Frequency indicating that he was 20 Mi out and passing throught 8200 feet and requested airport advisory at 23:10Z after receiving the advisory the pilot reported 20 NM Northwest of Yorkton. At 23:15Z Winnipeg ACC called Yorkton requesting information on CNS342. ATC were advised that the aircraft was within 20 Mi of Yorkton at which point the controller issued an approach clearance which was relayed to the pilot. The pilot read back the clearance and immediately cancelled the IFR. The FSS specialist forwarded the cancellation to ATC and advised them that the pilot may have descended without clearance. The controller advised FSS that he would investigate. The Winnipeg ACC Shift Manager requested that Regina FSS review the audiotape to confirm that the pilot had reported descending prior to receiving clearance. This confirmation was received the following day and the AOR was filed. Radar data analysis revealed that the aircraft commenced descent at 22:52Z. OPI - Enforcement
