Incident at Calgary, AB (Aerodrome, runway or taxiway shutdown)

Summary

1999-09-27: Due to runway restoration at Calgary International Airport (YYC), only part of Runway 34 was available and the only IFR approach was the NDB approach with the Yankee NDB. At 0830Z, CNX 500, a B737, was arriving at YYC and Yankee NDB failed. The weather was 6 miles visibility in light rain, 1700 feet overcast. The crew was vectored to the ILS for Runway 28 for a circling approach to Runway 34. Runway 28 was closed at the time. The crew of CNX 500 executed a missed approach during the circling procedure and diverted to Edmonton. The weather further deteriorated to 2.5 miles visibility in rain, 900 feet overcast and after consultation, the Airport Authority opened Runway 28 at 0945Z. OPI - System Safety
