Incident at Whitehorse, YT (Conflict - near collision (VFR or IFR), ATS operating irregularity)

Summary

1999-11-16: Both aircraft were inbound to Whitehorse. The pilot of C-GYTB, a Cessna 206, had contacted Whitehorse (YXY) FSS 25 miles west and reported his position. The pilot of C-GKAA, a Cessna 172, had reported in the West Practice Area to FSS, but had not reported returning to YXY. At approximately 1840Z, about 3 miles west of Cousins Strip, the pilot of C-GYTB executed evasive action to avoid a collision with C-GKAA. It was reported that the FSS did not forward the C172 traffic information to CGYTB. OPI - ANS and Airspace UPDATE ANS reported that FSS did not pass traffic because the traffic was not in the Whitehorse CZ and the FSS working the aerodrome is not responsible for traffic outside the zone. FISE (Flight Information Service Enroute) on 126.7 will pass known pertinent traffic. NAV CANADA is apparently looking at their MANOPS with reference to this occurrence.
