Incident at Fort McMurray, AB (ATS operating irregularity)

Summary

1999-09-15: NTM 440, a PA-31, and ABL 831, a DHC-8, were on vectors for arrival at Fort McMurray. After passing overhead NTM 440 with altitude separation, the crew of ABL 831 was apparently cleared to a lower altitude prior to the required radar separation being established. Separation required in this area is five miles radar or 1,000 feet vertical. OPI - ANS and Airspace UPDATE ANS reported that a Fact-Finding Board will be convened.
