Incident at Flin Flon, MB (ATM - operations)


1999-08-30: The crew of CAV 2558, a Saab 340, was in Flin Flon preparing for departure to Winnipeg. When the crew attempted to reach Winnipeg ACC via the ATC Interphone, there was no answer. There was also no answer on the public telephone from 0205Z to 0219Z. The crew could not obtain VFR departure approval on their IFR flight plan due to no-one answering at ACC. The Shift Manager was eventually contacted at 0300Z. The weather for Flin Flon was also not available and the last manned observation was at 2300Z. Winnipeg ACC later acknowledged that because of a staffing shortage on the Friday evening, they had issued an advisory that there may be service delays. In addition, there was heavier- than-expected high level traffic through the region which used all of the available manpower resources. The problem may have been somewhat alleviated had Winnipeg FSS attempted to reach the ACC Shift Manager on his cell, but the staffing situation was unavoidable. OPI - System Safety
