Incident at 35 NM NW of Regina, SK (Conflict - loss of separation, ATS operating irregularity)


1999-09-02: ASK 698, a BAe 31, enroute from Saskatoon (YXE) to Regina (YQR) via V306 VLN YQR at 17,000 feet, was cleared by the LN Sector Controller to maintain 9,000 feet. After co-ordination with the YQR Terminal Controller, ASK 698 was vectored west of course for traffic, which was ABS 402, a Beech 1900 enroute YQR to YXE via direct climbing to 16,000 feet. The YQR Terminal Controller assigned a heading to ABS 402 east of course for traffic ASK 698. At 1330Z, the LN Controller handed off ASK 698 to YQR and advised the YQR Controller that ASK 698 had not been given descent clearance. At 1331Z, YQR cancelled the assigned heading for ASK 698 and ABS 402. After the headings were cancelled, ASK 698 was observed on radar descending from 17,000 feet. YQR TCU querried ASK 698 and was advised they had descent clearance to 9,000 feet. The a/c passed with approximately 2.9 miles lateral and 400 feet vertical separation, approximately 33 miles northwest of YQR. OPI - ANS and Airspace UPDATE TSB reported that NavCanada is convening a Fact-Finding Board.
