Summary

1999-08-27: The crew of ABL 965, a DHC-8, was cleared to taxi from the Terminal to Runway 18 at Winnipeg. At the same time, C-GQQC, a Beech Travel Air was on final for Runway 25 and the pilot cleared to land. ABL 965 taxied across the hold line for Runway 25 while C-GQQC was one mile final. The pilot of C-GQQC was pulled up and sent around, although ABL 965 stopped short of the runway because the crew observed the other a/c on final. Subsequent investigation by NavCanada revealed that the crew of ABL 965 did not receive instructions to hold short of Runway 25. OPI - ANS and Airspace UPDATE ANS reported that a Fact-Finding Board will be convened as soon as possible.
