Incident at WINNIPEG / JAMES ARMSTRONG RICHARDSON INTL MB (CYWG)

Summary

1999-08-23: The aircraft was flown from Oakland, California under IFR rules to Winnipeg without incident and landed on Runway 31. The aircraft rolled across Runway 36 and the crew was then cleared to backtrack on Runway 13 and instructed to hold short of Runway 36. ACA 187, an A320, was cleared to land on Runway 36, however the Tower Controller observed N950SW cross the hold line. ACA187 was instructed to overshoot and go around. N950SW stopped just short of Runway 36 and the crew of ACA187 did a VFR circuit and landed on Runway 36 at 2146Z. OPI - Enforcement UPDATE TSB reported that the crew of N950SW acknowledged crossing the hold line but stopped short of the runway. The Captain indicated he was talking to the First Officer when this happened. He also said that the hold short line was not very bright and was difficult to see. Winnipeg Airport staff reported that there is a large ""Rwy 18/36"" sign adjacent to the hold lines. They also said that they will go out to the location and inspect the lines for visibility.
